Alchemi means that the victor get's to change what people think the past it, not change what the past actually was. In doing so, he can make his future victories more likely, which will allow him to continue controlling the recording of history. It is not the actual past that gives him the future, but the recording of the past. The saying is silly in a way though that controlling such records does not neccessarily give you such strong influence and power over the future. Sometimes it doesn't even matter.
