I don't think there's a defined age, or minimum registration period.  It's more to do with the amount of people that have signed up since you did.

You could have signed up in 2000, but if no-one else did thereafter, you'd still be a newbie to this day. :)

Partly the ideas, and more so how he presented it. He really believed that a supermutant hero with abilities linked to nuclear power would hit it.
