Anyway, this seems to me like a rogue event - besides, what genius made up a policy to instill hatred and anger into the Iraqi people? I'd like to see how they were punished/rewarded for this action.

Scott Hill, commander of Detachment A, was happy to report that the 411th had completed their mission with no losses. Since April 12, 2003, the 411th completed 350 humanitarian aid projects, including rebuilding the power and water infastructures neglected by Saddam Hussein for 12 years.
