what do they mean by "Small" Rocket Launcher on the Deva's shoulder? i mean, that Rocket Launcher is the strongest weapon there, it out powers the plasma except against buildings and it fires less volleys of missles but more damage than that of a missle tank

Yes but it needs to get in range too and You're right. The Missile launcher is better then the Plasma. ( I wish they maked the Plasma projectile a instant hit projectile )

they got an update that makes the devestator do splash damage with its plasma, and the leeches and Deviators target others after they infected or brainwashed someone

Try editing the game with Tibed, make the Harkonnen/Ordos/Atreides Super fast. Or super strong.

Its still considerd cheating, Its just like OGC of Counterstrike or some other games. You "Influence" the game. Thus making thing's unfair for the oponent.
