Look at the production table over at the right side of the screen. You can allocate production to make a number of things, including goods.

They don't even provide a justification as to why certain things are happening. It's like some solitaire game, with the game mechanics left unexplained. (don't mention the rulebook that comes with it) They don't explain in detail what happened.

So much for a simulator. ::)
