PROHIBITION OF IMPORTS(CHEWING GUM) ORDER

[3rd January 1992]

1. This order may be cited as the Prohibition of Imports(Chewing Gum) Order.

Citation.

2. (1) The importation of any chewing gum into Singapore is prohibited.

(2)For the purposes of subparagraph (1), "chewing gum" means the substance usually known as chewing gum, bubble gum, or dental chewing gum, or any like substance prepared from a gum base of vegetable or synthetic origin and intended for chewing.

Importation of chewing gum prohibited.

3. (1) Paragraph 2 shall not apply to any chewing gum which is imported into Singapore -

(a) in transit to or from Penisular Malaysia; or

(b) on transhipment or for re-export to any country,

and the importer or re-exporter of the chewing gum satisfies the conditions specified in subparagraph (2) or (3).

(2) Where any chewing gum imported into Singapore is in transit to or from Penisula Malaysia, the importer of the chewing gum shall -

(a) ensure that chewing gum in transit by road is conveyed in a container or in completely covered vehicles or wagons which are capable of being locked, sealed or otherwise secured;

(b) upon importation, lock, seal or otherwise secure the consignment of chewing gum in the manner required by a proper officer of customs or such other person as the Board may direct;

© arrange at his own expense, for the consignment of chewing gum to be escorted to the Woodlands Customs checkpoint from the free trade zone or from the Woodlands Customs checkpoint to the free trade zone;

(d) submit the outward declaration of the re-export of the chewing gum or the export permit thereof to the Board within 7 days of re-export; and

(e) comply with such other conditions as the Board may impose.

(3) Where any chewing gum is imported into Singapore on transhipment or for re-export to any country, the importer or re-exporter of the chewing gum shall -

(a) register with the Board as an importer or re-exporter of chewing gum;

(b) store the chewing gum in a warehouse situated within the free trade zone and confine its movement within the free trade zone except that movement between free trade zones is allowed if the chewing gum is -

(i) conveyed in a container or in completely covered vehicles or wagons which are capable of being locked, sealed or otherwise secured; and

(ii) locked, sealed or otherwise rendered secured in the manner required by a proper officer of customs or such other person as the Board may direct before leaving one zone for another zone;

© furnish the Board with a letter of undertaking and a banker guarantee for an amount equivalent of $10,000 or 50% of the annual value of all chewing gum imported or re-exported by him over the preceding 5 years, whichever is higher;

(d) furnish the Board with a quarterly stock movement statement for chewing gum which shall, if the Board so requires, be audited by a firm of public accountants; and

(e) comply with such other conditions as the Board may impose. Importation of chewing gums from Malaysia and other countries subject to conditions.

4. Any person who contravenes paragraph 2 shall be guilty of an offence and shall be liable on conviction -

(a) to a fine not exceeding $10,000 or to imprisonment for a term not exceeding 12 months or to both; and

(b) in the case of a second or subsequent conviction, to a fine not exceeding $20,000 or to imprisonment for a term not exceeding 2 years or to both.

smoking is permitted in new york. where you pull that from? you can own cigarrettes in new york. you just cant smoke them in most public establishments.

well, i thought i heard that, but i probably misunderstood it partly

anyway, i got no problem with that either, but chewing gum can be irritating as well, in some cities you can find gum in realy EVERY place... so a prohibition on that won't realy change my life. I know it's rather strange but ah well. Not realy something that i would realy care about.

cant even chew it in your own home. just the possession of it is a crime, with 2nd offense up to 2 years in prison.

lol.

This is why the US is a wonderful place to live.

perhaps....but if it punishes me with 2 years of prison and a 10,000 fine just for owning (not even chewing) a 1 cent gumball, then yea....i got a problem with that. what a stupid government.

Gum is a serious problem. That is, only if people do not throw it away in the trash bin when they are done. In the China Square, the ground used to be covered in layers and layers of gum. It is hard to get off, believe you me, and the Chinese were fed up with it - so now it is a crime to throw gum on the ground. Gum is a problem everywhere. This gives some validation to the prohibition.

by punishing people who are not immature little babies who throw their gum on the ground. some of us (most republicans and conservatives) do not litter, vandalize, and form riot-like mobs screaming and yelling at Bush, drunk with alcohol who leave behind beer cans, ciggarette and cannibus butts, wads of chewed gum on the street, jibbering brainless flyers and anti-war pamphlets scattered around, and graffitti behind them.

Why punish decent people for the actions of a few mindless morons?

I once saw an article on weird things which were forbidden in some countries. I assure you that the US was in there too. (I believe it was forbidden to pronounce Arkansas wrong in Arkansan

And a woman is prohibited to eat chocolate in public transport in Great Britain, and in France it is forbidden to name your pig Napoleon...

yes, this is true. but you wont be going to jail for 2 years with a 10k fine for pronouncing arkansas wrong.

Despite, and because of harsh littering laws (which is most likely the reasoning for this), Singapore is one of the cleanest places in the world.

It makes you wonder if giving people absolute freedom is such a good idea. ;)

Gum is nasty sometimes. Places like theme parks are covered in a red, purple, green, yellow, orange floor. Can be real bad

Yes all this is 100% true,I have to sneak some chewing gums in from Australia through my sister who brings them back every year.....a whole carton spreaded out.....all just to keep up my addictive habit[chewing gums instead of drugs ;D] ::)

I m the only singaporean on this forum,thank god for that ;D
