It's more that we at the Landsraad thought that Number6 would be verry helpfull in our plot to take over the world. He has certain expertieces we can use.

He doesn't opperate the actual server.

Yeah post count has not bearing on getting into Landsraad so do not try! If you are helpful enough like number6 is, you will get a nomination. number6 got a nomination and won. That is all there is to it. Now back ontopic...
