Well leap years happen every 4 years making that particular year have 366 days, with the month of Feb have 29 days instead of 28 days thus making the extra day in the year.

Time isn't a constant factor so theoratically I don't believe that time can be explained. And a an earth year changes as far as I know. it's not constant either

Nimpigai:  Well, the Earth does get about 2 inches closer (or is it farther?) from the sun each year, but that doesn't change the time much.

Anyway, It's probably safe to assume that 1 S.Y. is the same as our year.  Although "Old Terra" is uninhabited, it was the cradle of human civilisation, and there is really no point in changing the time because the seat of the Universe is somewhere else.  Otherwise, there would have been confusing changes whenever the Seat moved (i.e. from S.S. to Kaitain).

Also, each planet would no doubt have their own "local" years, which would be more practical in most cases.  Standard Years would be used for political/chronological reasons.

are you refering to a pre scattering standard year or after the scattering?

the different isnt much untill you get large numbers,

from heretics it says Teg is nearly 300SY, and that its about 20years less than the old SY
