You mean at the beginning of the first book? Since Fenring knew he could best Paul, and taking into account that Fenring was one of the closest thing to a KH back at the time, I guess he was the best (out of those who were named, at least).

And between Duncan and Gurney?  I'm tempted to say Duncan, even though he was not the super KH that he became later... (don't hurt me 'Chig ;) )

GEOD Duncan says that Gurney could beat him 3 out of 5 times. 

He didn't have any power over the voice, did he?  I think Gurney, Duncan, and Hasimir could resist it to a certain extent.

Fenring probably was taught to resist the voice, but Gurney and Duncan wouldn't have been.  The voice is a BG specific tool - very rarely used or acknowledged.  If Thufir hadn't been immune, no way Gurney or Duncan were.
