Alia was born bald (she was in Jessicas womb when she took the water of life). So I guess it is the water of life...but Paul didn't get bald :O. This was only Brian thing but in Frank Herbert book it has been already mentioned that Jessica was baron`s daughter and she and Paul were in part Harkonnen.
