pff... lets see... erm, i got 2 possibilities.

a. start emp >> options and adjust the game speed.

b. re-configure your mouse. (<= you know how to do that right?)

go to OPtions and change your graphics to low and shadow off

Did he say that his graphics were on high? oh wel, thiings tend to go veryyyyy slow when you put them on high.

I had the same problem. Just put it on 16bit color and it will work fine. There is not that much difference anyway.

Yes, 2 things that make major changes:

1. Put the color option to 16 bit. This makes also the menu very smooth

2. Put the shadow off (maybe low). This makes the game MUCH faster

If it's just in EBFD, just lower the graphics like the others said. If it also happens in other programs, I'd suggest to look at the mouse properties and adjust the mouse speed (in control panel).
