Is it only the admin who can make a poll?

But how do you start polls then as moderator? Yes I tried it in the strategy forums :P

Polls were either admin only or everyone and since I don't want everyone starting polls only I can make them. If you have one and think I won't find it stupid then feel free to request them but I probably won't be starting too many at the same time.
