If you look at training, the 1st name is/are your melee men, the 2nd row shows your ranged men, 3rd shows your mounted men and the 4th represents your machine unit (at least, that's what I figure).
Now as far as I know, it takes peons to maintain machines. With your chosen race, what you shouldn't do is spend anything in ranged men, as you're race isn't skilled in range. Your race excells in Mounted, so concentrate on those.

I've verified the above and it's correct.

I agree. Civil war has never been very constructive anyway...
