I have an idea. I don't know if someone suggested this before or not. Why not limit the number of awards to say 8 or 10. After posting the awards start a discussion thread for candidates for each of the awards. In these discussions people can nominate who they believe should be considered for each award. When you nominate someone please try and give reasons why you picked the candidate. Maybe even give links to posts that make your point. If someone beat you to nominating the person you were thinking of for that award you don't have to give a reason(but you can if you want) simply second/third/fourth/etc.. the motion for nomination. From these discussions pick the 5 most nominated candidates from each award and start actual polls that list the 5 candidates for each award and let people vote for each. This way people will be more informed when selecting who should win each award. You can even nominate yourself, but if no one agrees with your nomination you will not win anything.

And try to make it a little bit more organized. A poll web page, maybe?
