Heretics and Chapter House

I was thinking about the series the other day, and I wondered: Is there any form of ruling house or democracy in Heretics of Dune and Chapter House Dune? Or did everyone become more autonomous as a result of the scattering? Every-man-for-himself type of living?

The empire still existed, it was called the Old Empire by the BG and HM. It did still exist though.

Actually, they are reffering merely to the area of space the Empire occupied, not that the fuedal empire still exists.

I realize that that was the major reference but I didn't mean that in the sense that an emperor still ruled. I believe that the "Old Empire" was a reference assigned to the political entities independent of BG or HM rule that were still called houses. House Ix for example.

Empire has fallen. Planetar lords were fully independent. Because they lost primar stability force, the Emperor, came scattering.

I still think that in certain parts "Old Empire" was used to refer to the independent powers in the universe that were still calling themselves a house.
