Go on to the buget screen and from their you can set taxes about 7 is good you can also get loans (their called bonds) click on the book across from bonds. Make sure you have houses (residential), shops (comercial), factorys (industrial), power, roads and later on water, police, schools, etc. These will attract more people and you get more money from taxes

ps build Industry quite close to housing so they can get to work if you don't they all leave.

pps make sure all zones (H,C+I) are near roads and have power and preferably (not not nesecerily at the begining) water.
