I don't think there is a need to trick Rockstar in announcing the works on GTA IV for PC. the PC version since GTA III always came out and always came out later than console. So i am pretty sure they were working on it since the time the GTA IV was announced.

I really hope GTA IV comes to the PC, the sooner the better and preferable with multiplayer, but not 'buggy'. I will be stunned by surprise if it wouldn't come, thought. They will piss off a big group of fans and probably also lose a huge bag of money if they didn't release it on PC.
