They invented some device sending allegedly non-damageable micro-waves forcing whoever is in range to run away (they call it "Goodbye effect", good on crowds). They tried on army people and none resisted more than 5 seconds because the pain was too intense.

What was happening in that vid? (what was the context?)

As for wearing armour, the last article I read said they hadn't tried it on anyone wearing even the slightest bit of metal, such as a watch, as it would create 'hot spots' which would be too dangerous. Too bad crowds won't get the same warning.
