As erjin pointed out, he's still in charge. Unfortunately.

Seriously though, Charles I didn't technically try to impose his will on Parliament. He just dissolved it when it didn't do what he wanted. :) As an interesting side note, his son Charles II did try to impose his will on Parliament... and succeeded. To a degree.

Regarding the modern matter... I'd prefer that it didn't pass through, but would not be surprised if it did.
