Dumb question about stuff you see on arrakis

Why do you see vultures over the gallows? I thought the only indigenous creatures were the worms and fremen. Also why and how do gallows appear.

If you read the books you will find that a scientist called Pardot-Liet introduced these species to help evolve the planet into a water park. And i believe the gallows are Harkonnen torture devices. Hanging all day in the hot arrakis sun would be dreadful.

But sardukar are better, bacause rhey are stronger.
