The Ordos also gets a ridiculous advantage if their shields doesn't conduct the Holtzman effect when it get striked by a other laser. The Atreides certainly wouldn't be that cruel, and if you read the first book, we are told that that sort of thing is politically a dangerous move. (especially producing them on such a large scale)Actually, forget thst sensible reason - the REAL reason is either that WW didn't think of it ot that it would be grossly unfair.
