He does not have the power to declare war, bu he has the power to send troops into battle for a period of time no longer than 30 days without the approval of Congress.

The Untied States hasn't declared war on anyone since WW2. They've all been policing actions, or other such bs.

Don't know. All I know is that war was never declared. I think it was a policing action, like Korea was, but I'm not positive.
