IxianMace
Well one thing I've heard is that it's not recommended to operate a CD burner in hot weather. Is the CD burner the only CD rom drive you have? If you have a normal CD rom drive, maybe you can use that one to install programs from CDs. Otherwise, I have no idea what you could do to solve the problem.
Andrew
did you just recently install it? if so you may have the wires not connected right as my friend had this problem, maybe try switching the wires. at your own risk.

Nyarlathotep
The only thing I can think of is to try and swap cd drives. It's the only way you can find out if it's the cd drive that's faulty or not. I assume both pc's have cd drives. Try swapping the one from the comp that works into the one that doesn't and see what happens (in custom made pc's, it shouldn't be that difficult to swap them).
