I dont think frank fully approved of it. Personally I think the DE's info is ten times better than what the prequels have to offer, but still frank had different intentions from both in my opinion. Remember the DE was written after GEOD and so it doesnt take into account a lot of Heretics or Chapterhouse. Frank mentioned this and I think it is important to remember.

I'm currently re-reading Messiah, and it is definitely said that Hayt was not grown from Duncan cells as GEOD Duncans are, but simply original Idaho's body was rejuvenated and brought back to life in axlotl tanks. So Duncan-Hayt continues to be the very same Duncan Idaho after he regins his memory. His life as Hayt's is just as if he had amnesia for some time.

Therefore, all Duncans that follow are created from Duncan-Hayt cells, because he actually is the original Duncan in many ways (same flesh, same mind, only improved in certain aspects). Still his memory of the first death is much stronger than the second one, as it seems.
