You should be able to use your old hard drive and Cdrom drive with WinXP. Also should the making of CD's be possible with WinXP. It even has that feature by default.

I would also say WinXP. Defeniately not WinME ...

Why is better???I`ve heard that Xp don`t let copy/make CDs or read copied disc. Can I enter DOS programs like the original C&C?

Why it's better is because it runs faster, has better memory management and crashes almost never (never say never).. And I do not know if you can run old dos games. How ever, you could try to setup a dual boot system (one partition with XP and the other with Win ME..

And yes, you should be able to use your old HD and cdrom/writer...

Yes, I can copy cd's (just need to have the right software :))..

Yes I can play EBFD

And I do not know the price difference between a 256 and 128mb video card..

I have a board for dual ram, so I have 2 sticks of DDR 400 ram..

In todays games, you will not use 256mb from the video card..

Autorun. It discribes how to disable it, but you can use the same way to enable it..

When your BIOS autodetects your drives . . when booting the computer you will see them as the IDE devices get scanned and named if found.

No one here is able to promise you that all is compatible. There always seem to be those "glitches"..

I doubt XP will detect any illigal software. If you plan on using it, do not expect any help when things fail.

But if your building a new PC ? A PSU normally comes with a case.

Extra fans would depend on the case you have and the airflow in it. Although think 2 is a good start. [ casefans that is ]
