Usually as incorruptible (bribing many times is safer than killing, which enrages whole suspect's family but also not always as effective), charismatic, but religiously zealing, elected in regular votes. Island as large as possible, and my citizens can feel 70 years of live in my paradise. OK, at least those who join my army ;D For other people, it was sometimes also nice place. University, systematical annihilation of communists and wild shacks, banned interruptions and jai...I mean educative holidays for some opposers.
