yes, you must have direct x 8.1, it will help a LOT. Probably you already have this, but another important thing is indeed the video card drivers. make sure you have the newest ones. And there's this option in GTA 3 that you have to turn off if you have a geforce card (probably a couple other brands as well). I'm not sure what the name was.

And i don't know what video card you have. But havinga geforce 3 is no luxury for this game. I played it on a geforce 2 and a geforce 4. and i know what a difference that makes now. It's not realy the speed of my GF2 that was the problem, but it only had 32 mb... the GF4 has 128 mb and can handle it easily.... while the gf2 even had problems with 16 bit graphix
