Just think about it: practice simulates multiplayer, and in multi loosing harv is an important tactic . If u'd get free harvs that would kill this tactic (called harvester hunting). How you may be right about it being a good tactic in multiplayer, its detrimental against AI since they sell everything after their last one is destroyed. But I find it aggravating knowing that the game is over because you lost all of your harvesters and there is no replacement. It can still be a good tactic if this condition still existed.
