My campaign map editor will be released at some point, I'm thinking that to create a new map you might use Shaihulud for the terrain, then build up starting units and structures in my editor.

Basically you'll create the map file in Shahulud, then load it into my D2K+ Campaign Map Editor, which will allow you to create or edit existing bases and units. If you're familliar with the ways maps work, there are two indexes per tile. A tileset index, which is what the tile looks like, and a special index which is what the tile has on it (e.g. a construction yard, trike, spice, worm spawn etc..) Shaihulud is built mainly for editing tile indexes, this program is built mainly for editing special indexes. Although I may add tile index support at a later date (but that's in the low priority list.)

it can display the tileset but not place tiles? weird but we can use both editors like you mentioned. is it compatible with sh2 files or just .map?

It can display them sure, but its a fair bit of work making the tile index functionality, which we already have :) It's compatible with .map files only.
