What cannot be said about Russians, which made most of their modern equipment during the war, when they gave free hand to young planners and experimenters in haste. However, if you compare it to factors, which led to russian victory in the war, his work was more negative - cleansing of skilled generals, losses in unprepared war against Finns and Poland, oppressive stance against baltic nations, which fought a guerilla war against Soviets during the whole war, etc. Thank God that Konev and Zukov were on Amur during Stalin's cleansings, or he would kill all...
