here was mc'nell who worked on dune2000 but hes gone :/ i need to talk with someone who are still here and they worked on dune2k.. i need  few informations  about houses.

I think it was really them being lazy to create new units and buildings for smugglers and mercenaries. Even the smugglers in Emperor used the Atreides Infantry. The Emperor in Dune2000 used House Harkonnen... you get the idea.

I think you shouldn't label "Mercenaries" as a distinct 'house.' They are just people, who will work for those willing to pay for their services. In the game they did not play an important role, so they weren't given different units. The same goes with the Smugglers. They are only those guys who get all the illegal stuff you need. Smuggling is everywhere, but no one would be as fool to openly say "Yes, I'm a smuggler."
