No, from now on people must keep 75% of their army in Defence unless War has been declared.  This does not apply to People from other Empires.

a good empire must have for example

2 island atakers

1 plain atacker

1 montain feeder

1 montain mage

1 forest tief

lets try do that?

i want to be or island or plain ataker
