That's not domestic. Bush rasied the steel tariff in order to retain the loyalty of American steel workers. You see, Leto the Just, in America, we have vicious political action committees. These groups demand that their leaders do things for them, or they will withdraw support. One such action is to raise tariffs in order to keep certain domestic industries alive. It had nothing to do with international affairs, and everything to do with domestic issues.

On a side note, free trade is a beautiful thing. In the end, tariffs hurt everybody and benefit no one, and they interfere with specialization. Tariffs should never be enacted. Period.

Free trade is a beautiful thing if the trading partners are more or less equal in financial power. For example, free trade is good between two independent farmers, just like between two massive corporations.

If one of the partners vastly overpowers the other, however, tariffs and other protectionist measures are required in order to stop the stronger partner from forcing the weaker one into servitude. For example, when a multinational corporation trades with a poor farmer, there should be protectionist measures in place to prevent the corporation from ripping him off. This is called Fair Trade.
