If you mean, how do I put in more, just buy more (make sure you read the mainboard manual to see which ones you should buy).

If you mean how do I get the max out of my 64mb, press ctrl - alt - del once. If you have Win 98, close all that you see, except for systray and explorer.

With Win xp/2000 (which I doubt, due to only 64mb) try stopping some proccesses. Go to start => run and type there services. There you can disable some things that Windows uses to make your pc faster. Be sure to read the "Did you know" thread and follow the link to the tweak page I posted there.
