I have most all the graphics turned up to max (the speed is still good) but for whatever reason it won't let me put the shadows all the way up. If I put the general graphics to custom, then the highest shadows goes is low. If I move the general graphics down to highest, I can put shadows to medium. How do I get it to highest?

I haven't heard this problem before. What might be the reason is, is that your video card does't support it, therefore preventing you from setting it. What kind of video card do you have ?

Maybe if you posted your system specs, we'd be better able to help you.

Now I'm assuming you're talking about Emperor. If you have a slower system or graphics card, it won't let you use complex shadows. Back when I had a 350MHz machine with a Voodoo3, I couldn't do it either.

I click on system, and get a menu with a bunch of tabs. I click on harware and a button at he bottom says hardware profiles. The only thing in it is something called profile 1, which has nothing to do with video cards...

Well, also check your video card drivers.. perhaps newer drivers will make the video card more compatible with emperor (extra effects and stuff) this is the case in multiple games.

the thing that is strange though is that you CAN turn shadows to medium in low resolution

That isn't strange, one compensates the other..

Surely the same as when you want your desktop resolution very high, but then your max amount of colors drops to 2^16?
