Lots of people, lol. You just have to download the right mod ;) My mod, Subhouse Building Mod 3 has some.

Most of the big ones have them too: ITDG, Corrino's Revenge, Kwisatz Haderach, Dune Blaster, Guild Wars, etc...

Also, I think Nema made a blank icon background once, I'll see if I can dig it up.

Are you talking about the sidebar icons for Emperor Battle for Dune? I made a little 'patch' that replaced all the icons in the game with more 'colourful' versions. ;)
