Let's not get exclusively about Iraq but more about this:

What type of regime should normally follow the invasion of a totalitarian regime? Can the regime come from elections just after the invasion? If not, who choses the administration? Who should be in charge?

Some of the invasion army's staff should remain and administrate the country for some while... until they organise elections... and then the coutry would have a civilian democratic regime.

There will, and should, be a military government that is temporary to maintain peace and order. We did this successfully in Germany and Japan, so there is no reason it won't work out here, as well.
