Umm, that's the problem.

There isn't any one, and they keep changing/dying, and many don't update their content, or have links to sites that don't work...

There are some 'main' sites that will give you a good overview, and some basic tools. Also some mods (most extremely poor) that you can download, and more maps than you could play in a lifetime. They mostly serve to 'point you in the direction', and then you have to find out what programs are out there, and how to use em.
