I can explain this to you since I've seen the movie (but I regretted it very much!) Casiono Royale was made in 1965 and it is saying that 007 in the previous movies was just someone pretending to be the real James Bond (David Niven).

SMERSH now decide to try to kill James Bond (David Niven). The real James Bond (David Niven) says that now all the agents in MI6 will be known as James Bond 007 to confuse SMERSH. This includes a man played by Peter Sellers and many others.

What's interesting is that Ian Fleming wanted David Niven to be 007 in the film versions of his books. However, he died before the first 007 film was made, and they cast Sean Connery instead (a better idea?)

I think Ewan McGregor would make a very good James Bond. I think it's disgusting they even consider Rupert Everett.
