Answer to question "why they didn't bring him down?" is simple. He was a head of all-imperial religion, not like pope, but like God. I don't know if you're a christian, but I am and I'm sure I won't lead a rebellion against God. Of course, in 3500 years of his rule there were some, but only small. That's why he banned weapons.
