well im no genius and dont really know much about dlls but i would have thought that on both parts the answer is no as I think a DLL is a file that allows other things to be run. theyre like... hmm like facilitators that allow the use of a certain action or routine (i may be bullshitting here ;) ) but that is what i thought..

DLL Stands for Dynamic Link Library, you can only store sub/function calls in a dll, so you need an exe to call an command inside an dll, so the dll will execute an code.
