Diplomacy on Internet/LAN

As you can see on this video that other user posted (i cant find the thread now) http://www.youtube.com/watch?v=gAq_dNVdx9A&feature=youtu.be they can change the diplomacy of the houses inside a started game. How is that possible?

On a minor side they can chat, is there any hotkey to use the chat?

If my memory serves, you click the opponents unit/building and hit A to toggle alliance. I could be wrong about that key though.

I checked the manual, its just the "A" key, and its limited to multiplayer against humans.

Chat for a specific player is F1-F7, F8 is for all chat (chat to all players).

As far as I know, chat to all is F6. Not sure how to message the 6th player though.
