I don't pay any attention to goodwill.

But, if you serve your cities well and fill as many of their needs as possible your goodwill will improve.

The reason the AI has higher goodwill is the AI RRs run short trains and will buys enough locos to keep the stations clean of cargo and passengers.

Goodwill is important in the European scenarios to get building rights. You can give gifts and hire a manager that will improve good will.
