I have made alot of maps for Emperor, and as far as I know you can't edit fan map maps or the original maps. The only people that can edit maps are the original creator because they have a certain file that is not included in the compressed file. I think the people at Westwood did this intentionally to prevent people from modifying maps that people made for the game. :)
