I cant see any servers . when I get into the "chat"  it say's

welcome to RA' Servers.

something like that.

i dont see any people or servers.

why?

That is the server, you are on it.

But it is about 9pm GMT that the servers start to get populated.

Use MSN messenger to contact players, ask them for a game, or even better, get on Xfire and add players and see when they are playing (you can search for both threads).
