The Sardaukar were the Subhouse in E:BFD, but in the books, they were the army of Shaddam IV, they were the prisoners, etc. You get the idea. Same old Westwood f*ing things up.

They do not rule planets, rather they police a planet's leaders.  They are not planet bound entrepreneurs.  Therefore they are neither a House Minor nor a House Major.  They are the bodyguards of the Imperial House Corrino and so so they are regarded as "THE House Sardaukar".
