Apollyon
Reinstall the game and if that doesn't work, copy all your install files to your comp and using the empinstallfix (theres a link to it somewhere...), install again.

Atomic Mitten
Internet whilst ? what is that ? ???Whilst means after you have downloaded it.Looking at your dxdiag it appears that the graphics card drivers are not installed properly.Uninstall them and re-install.I suggest you do it this way:Go to the control panel. open the system folder and then Hardware, device manager, click on display then right click on the card and select properties, then uninstall driver.Re-boot your comp when windows detects the new hardware, cancel the window that comes up.Go to system, Hardware, device manager same as before, this time when you right click on display choose update driver. Then select I will search for the best loacation etc, navigate to the folder where you downloaded the drivers, and install it that way by clicking on ok tab. What happened when you tried to install the service pack ? Apollyon
Also here are a few things to try: put your resolution on 1024x768 and put your refresh rate up to at least 75hz.
Apollyon
Actually similar to what Atomic said, I suggest you install drivers from this page:http://www.omegacorner.com/
Atomic Mitten
Without the Service pack installed windows will not recognise the Emperor Game CD, that is why the files are corrupted.Try downloading the service pack again, making sure that your Internet connection doesn't close down during the install.
