Do you have a ISDN modem ?

It would be helpful if you could remember since when it started happening...

Just a thought, you might want to check for any installed dialers. Things like you get on visiting porn sites and other type of pay sites. They thend to install [ offer for download ] a dialer.

Also, dos your device manager has any modems listed (and do you have any in your pc) ?

Do you connecti via the internet through modem or cable/dsl ?

Device manager can be found this way:

Click Start => Settings => Configuration Panel => System => Device manager.

Note if you see any exclamation marks.

What you could do, is try to remove your modem and let windows re-install it. Note that you need to write down any config needed to get access to the internet (or any other program that uses your modem), as it might get lost when you remove your modem in the device manager (it's always good to have that written down somewhere in case of emergency).
