I have just installed a new Emp game on my computer,after re intalling my OS due to something not worked after installing the xcl proxy,I think hehe.I bought a new game,cause I thought my old game was destroyed.I too couldn`t registrer when trying in the multiplayer options.Then I tried to registrer from within the game file,and started the registration file from there e.g>E:Games/Emperor/online registration I think it`s called.

You could try that option,it`s worth trying.It worked for me.
