Do you mean make the gif file smaller in kilobytes size? I don't think you can make a high resolution/color GIF file smaller than a jpeg file. jpeg files are highly compressed and that's why they can be high quality and small. My suggestion would be to find a gif file that has the right size and color look to it and open it up in your graphic editing tool of choice. I would then open the high quality jpeg image you have and copy and paste it into the opened gif file. If all goes well the pasted image will inherit the properties of the good gif file. It's worth a try.
